There is frequent confusion between the "USB 1.0, USB 2.0, USB 3.0" standards which apply to USB *busses* and the "USB Audio 1.0, USB Audio 2.0" standards which apply to USB *audio devices*. I believe Windows 8.1 and Windows 10 Technical Preview are the same here. They both have inbox support for the USB 1.0, USB 2.0, and USB 3.0 busses.
