I'm not using an xml file, but I'm manually calling "dpinst.exe" with the
/d flag to delete binaries. That still doesn't do the trick. I've also
tried using devcon.exe and that's not doing the trick either. However,
uninstalling from the Device Manager with a reboot works fine. Any ideas
what API the Device Manager is using? Is it from SetupApi? I have a

It's a driver installer tool in the WDK. It basically displays a wizard
UI to manage pre-installing and uninstalling drivers.
