The LADSPA plug-ins on plugin.org are for Linux.
There are packages of Steve Harris plug-ins for Windows and Mac here:

but I believe that these require 32-bit Audacity.
It would probably be possible to write a Nyquist implementation of the DJ
EQ to work on all platforms, but we would need to find out exactly what
that effect does.
