Please read:
http://audacity.sourceforge.net/help/faq?s=files&i=data-folder
http://audacity.sourceforge.net/help/faq?s=files&i=aup

So, to open the project again in Audacity, open the .aup file, not the
_data folder with the little pieces of audio in it.

When you want to use the project audio in Windows Media Player or
some other program, do File > Export and choose WAV or whatever
format you want. If you want to export to MP3, you will need to add
LAME as per these instructions:
http://audacity.sourceforge.net/help/faq?s=install&i=lame-mp3

Here is 1.3.13 - please do upgrade:
http://audacity.googlecode.com/files/audacity-win-unicode-1.3.13.exe
