It isn't just older books that do not have ISBNs. I've got one out being proofread now that was published in 2012 that doesn't have one. It's a DAW Collector's book, and those, (and book club editions of books as well), seem to not have them. I don't know why. Also, I got a book without an ISBN approved on October 23. That one was an older book, with a 1970 copyright date. So if there has been a policy change, it was more recent than October 23. I'm hoping that Kevin was simply misinformed.

If you were told that an ISBN was required and that it be on the copyright
page, then this is yet another policy change that we volunteers have never
been told.

ISBNs have *never* been a requirement. Some older books don't have them, and
as you say, some books don't have them on the copyright page. I have
encountered this many times.
When I find the ISBN on the cover or book jacket and not the copyright page I usually copy it onto the copyright page so it can be found by the proofer
more easily.

But again, an ISBN has never been a requirement. If it is now, it would be
really, really nice if we volunteers could be officially told.
Yet another example of why we need an updated, clear manual. Please?!

The number on the outside rear cover is the actual ISBN number.
This verifies in  site searches plus when entered as the metadata in
BookShare, the correct title is returned.
The placement of the ISBN on the rear outside cover is the only location for
the number on the actual physical book.
This book is a purchased book.
I Recently received a note from BookShare that the ISBN number is required
as part of the scan and must be on the copyright page when scanning a book.
There are  many books with ISBN numbers that may not conform to this
requirement. Does this mean that these books are ineligible for BookShare?
