A couple of comments, Jamie: There's also a new policy of only being able to have five books at a time, so if the person already is working on books, the ones he/she wants has to stay on the download list until (s)he can take them. Yes, it's possible that the person will forget or not know that the hold-for book is there. Some people--Lena is one, in fact--aren't on the list, so unless submitter lets her know that the book has been submitted, she won't know. In this case Claire said she'd contact her; otherwise I would. Often the submitter will post on the list that the book has been submitted, which is excellent, unless, as I said, the person isn't on the list. smile It's quite possible that once Lena knows that the book has been sitting there and that someone else would like to validate it, that she'll say go ahead, she can read it when it's in the collection.
