Jim,

No, you shouldn't reject the books in scanner format, as they are some of the formats acceptable for submission. If you are unable to deal with a certain file type, go after another title, there are plenty to choose from. Regarding the .DOC books, yes, it is not only permissible to convert to RTF, it is mandatory, just as anyone dealing with the .ARK, .KES, and .WYN file types is required to convert to RTF when submitting for final approval.

Jim,

That is against Bookshare policy because of the reason someone already
gave.
The system is set up to track credits based on who submits a book, and
resubmitting someone else's book in RTF would cause the submission to be
credited to the wrong person if the RTF file is the copy which is
validated.
The staff has enough to do without having to manually correct problems with
credits.  It would also cause the staff and volunteers a nightmare dealing
with duplicates.

Would it be OK to ask that those who have scanning software download books
that are in kes, ark, win, and other formats to grab the books on step one
and put them back up in RTF format to be validated? The books already there
that in doc format are not a problem.
