To the best of my knowledge, books go instantaneously
to the download list when submitted. I think the Poor
rating is automatic unless the the scanner takes the
time, as he or she should, to change the quality
rating. I don't think any administrator checks the
books until after they're validated and uploaded.
I could be wrong, of course.
