If there is indeed a table of contents, then, yes, I'd make a
proofreader's
note describing the change in numbering. However, if every story in a
book
of short stories starts on page 1, doesn't the table of contents look
something like this?
Story First ... 1
Story Two ... 1
Story Three ... 1
And if so, what's the point of having a table of contents? That is just
strange, and seems a little nonsensical to me. But maybe that's just me.

the TOC that the tools changed page numbers and bracket the new ones?
I suspected what you are saying was true, just want to ensure peopel
learning to navigate with book tools can do it more easily.

So, you have a book with the typical page numbering sequence.
I recently dealt with a book that the publisher decided to give page
numbers in reverse order. The tools can't handle that. So, I don't
think they can handle multiple pages with the same number, which is
what you'd get when a book has several stories, each beginning on page
one. So, in short, and finally shutting up, I'd number the pages in
the traditional manner, starting at page 1 and continuing in
sequential order until you reach the end of the book.

On books that have more than one story and each story starts again at
1, how does the tool handle that so the Table of Contents is true? My
kids books like that (more than one story to a book) have no numbers,
but it seems all my teen/adult books like that start each story at page
1.
