Well that makes perfect sense to me. If you're not supposed to know the identity of a character at first, you want your picture description to heighten the suspense of what you're reading, wouldn't you? I think if you say: "picture caption: Man wearing a yellow raincoat with a hidden object in his hand. End of caption", will keep you guessing until the person is identified with a name. Then you could say: "Picture caption: Mr. Brown leaving a shop. He appears to be in a hurry. End of caption." (Captions are made up examples to illustrate what I mean.)
