I am doing something similar. I do not need to change the pitch. I was trying
to import an MP3 recording into the Music Bed track in the AAA Audio Voiceover
template so I could slow down one section to attempt to pick out notes that
pass by too quickly for me to pick up. I have 16 GB in my computer and have
tried it in Sonar both 32-bit and 64-bit, both resulting in a message of, "Out
of memory."

You'd have to acidize the whole thing, and then use the clip transpose.
However, note that the pitched version will not sound like the original.
Depending how far up or down you have to transpose, you will introduce
artifacts into the sound as you go up or down.
You might be able to get away with half to a whole step up or down, but it all
depends on the recording, how it was recorded, instrumentation of the track etc.
