Sibelius 7.51 does work with NVDA under windows seven. For more information, 
visit Sibelius.com and look for an article on accessibility with  NVDA.  Gordon 
Kent and I wrote special documentation that explains how Sibelius 7.5 on can be 
used with NVDA.  Unfortunately, it's late and I can't remember the direct link.
