You could, but you don't need to.

There is an effect that is sometimes called an auto-panner or stereo tremolo 
that will do this for you. Though Sonar doesn't seem to have such an effect, it 
does. The Sonitus Modulator is a powerful modulation effect that can perform 
the jobs of many effects, from choruses to flangers to phasers and more. Look 
at the presets. There is a panning effect in there. Once you select it, the 
stereo phase control will affect the stereo spread, and the rate control can be 
used to control the speed. I don't think that the Modulator effect will sync to 
tempo, though. Not sure why. Most of the other Sonitus effects will.

The Sonitus effects are very versatile. Most effect suites have dozens of 
single-purpose effects, good for specific tasks. The Sonitus effects are 
designed to be highly customizable. There uses aren't obvious, though. For 
example, the compressor isn't just for compressing. It can also be used as a 
de-esser, an expander, and a gate. The delay can create spring reverb. The 
equalizer doesn't need to be used as a graphic EQ. It can be used as a basic 
filter, and, since it is fully automatable, you can use it to create stutter 
effects, filter sweeps that sync with your song, etc.

pan back and forth across the staireo field in time with the music.  I was
