John,

It may not be called that. I recall something that allowed 
stretching/shrinking of audio with the option to alter the pitch, as well.

It's been a while shrink I've been in Sonar, so I may be off base.

There is no fx pitch shifter, just the pitch shifter under the cakewalk
effects.
