Oh that's interesting, because I always thought that you're to use it after
applying automation since you can't go back and adjust the volume with out
doing the automation all over again. I guess you learn something new every
day. Gord wouldn't this work also for adjusting the input before track
sends?

Well, if you are using a plug like a  compressor and you want to control how
much signal is being fed into it before effects etc., you would want to
adjust the input accordingly.
