As the author of that statement, let me clarify. Let us suppose you have a small "peer to peer" network of 7 or 8 systems. That is to say they are connected together, but do not use a file server. You have a 5 user DBT. One of those systems needs to hold and control the 5 licenses. So when someone wants to run DBT, their system looks at the machine holding the licenses, which in turn "issues" a license to that user. If 5 people are using DBT at the same time, and a sixth person tries to use it, they get a message from the license machine telling them they will have to wait until someone stops using DBT and releases a license. Essentially therefore, what we are saying is that the machine holding DBT's licenses cannot be a Vista system. However, a single-user license of DBT can be used on Vista.
