Duxbury is only trying to follow code. Rule II. Section 12.a.(2) of the
English Braille, American Edition, Revised 2002 says:

The letter sign is required when a letter which means a letter stands alone
and is not followed by a period indicating an abbreviation. A letter which
means a letter should be preceded only by a letter sign, and all italics,
parentheses or quotation marks should be omitted, even though they are used
in print. (However, see §12.b.(5).)

When I typed this text into a .dxp file, then translated, the quotation
marks disappeared.  What is going on with that?  Also, even though I have
unchecked replace quotes with smart quotes in MS Word's tools under format
options, I'm still sometimes getting the *99 which translates as chinin in a
grade two doc.  Version 10.4 had solved that problem but now it's back in
10.5.
