I think all you have to do is change your paragraph recognition
setting in DBT, if I understand your problem correctly.

Hello,

I am using version 10.4 as it will not be feasible to upgrade to
10.5
for the forseeable future.

If I prepare a document for translation using Notepad or some
other text
editor, I really do not want my Juliet to line space whenever it
finds a
crlf pair.

I therefore turned on the codes using alt f3, and then use
replace in
the edit menu to locate [l] and hopefully replace each such
occurrence
with a space.

I am obbviously missing some vital step in this procedure as the
carriage return/line space pairs are never found.  This is true
even in
a small test document which I created so that I know precisely
where
they are.

Please enlighten me on where I am going astray.
