I'm no expert, but this is what I remember. But I know everybody makes mistakes, and that's one reason whywe need the Lord. I don't mean to put anybody down. No, Dots 2, 3, 6 is not was. It's his. And, yes, it is the question mark and the opening quotation mark. Was is dots 3, 5 and 6. It is also used for the word by when it's close to another word, and it's used as the closed quote.
