Looks like we can't blame Microsoft this time. Unicode states that the "preferred character for the apostrophe" is the SAME character as the right (smart) single quote. Apparently the distinct apostrophe is unique to braille! It would be nice if we could get the rest of the world to change but it doesn't seem likely.
