In the Word Options menu (Office Icon - Word Options, or hotkeys Alt, F, I) and 'Proofing' (third menu item down), there's a section for 'AutoCorrect Options...' (hotkey A). The option to change straight quotes to smart quotes is the first entry under "Autoformat as you Type". Hope that helps! You probably have the "smart quotes" feature turned on in Word. If so, turn that feature off. Here's what has probably been happening. When you enter a quote, Word turns it into a different character. Since that smart quote character is not represented by dot 5 in the computer braille mapping, you are not getting the dot 5 in the Simbraille font.
