     Actually it is the Braille Authority of North America (BANA) that 
determines how different symbols will be represented in braille.  The Library 
of Congress teaches and certifies transcribers and proofreaders in the United 
States in (many of) the codes that BANA approves.  You can learn more about 
BANA at www.brailleauthority.org.
