Thanks George, I'll keep the svant thing in mind, though as you see it seems
to work using the ordinary  running header code too.
I'll try the sc codes and see what happens.

I suspect what you want is the code [sc1:0] between paragraphs.  It
certainly works in my tests here.

The following is the technical explanation, which I have yet to translate
into plain English.

[scL:M:N] -- Skip lines conditionally, that is skip only if the line just
above is not blank. L is the number of lines normally skipped; M is an
exceptional value to use following a line that indicates change of reference
page; N is an exceptional value to use following a running head. (N or M may
be omitted, defaulting to L.) E.g. [sc1:0] would be commonly used for
American braille, to cause a skip after any non-blank line except a print
page break line.

Try the code [svant3] before the second chapter heading.  Again, I've yet to
translate what follows! (smile)

[svantN] -- Set option for running headers and/or reference page numbers to
be anticipatory, i.e. to reflect any changes that take place on the page,
rather than the condition at top of page. N = 1 for running-head
anticipatory, 2 = reference page number, 3 = both, 0 = neither (which is the
assumed value at beginning of file).
