When I receive a pdf file I use Jaws keystrokes as follows.
Insert plus spacebar plus o plus f.
It may not work but it has always worked for me.
At the bottom of the conversion you can convert to word and save it.

Do Page Down and Page Upd do anything? Have you tried an app like Be My AI
or Seeing AI to confirm there's text on the following pages?
