I know Varry but do not want to buy from website as that would not qualify me 
for VAT back.

Theres also the apple store on store.apple.com or phone 1800 92 38 98.

The iphone 5 16gb costs 679 euro and the iphone 4 16gb costs 579 euro.
I would assume that these are sim free.
Prices are pretty steep though.

One can also get a phone from three.ie 3pay (prepay) but its steep.
iphone 4 16gb for 549 euro and iphone 5 16gb for 659 euro.
I'm unsure what amount you have to topup these phones by to get them unlocked.
However 3prepay have a 500mb prepay data add on monthly for 5 euro and
when one has wifi at home, 500mb on the street and out and about goes
a long way for basic email etc.
3 also have a deal on prepay when you topup by 20 euro that you get
unlimited data and free unlimited calls at weekends to all mobiles and
land lines. And you also keep your 20 euro credit which is valid for 6
months to purchase 500mb data for the months that you do not topup by
20 euro.
