Sounds like libm is either containing or otherwise pulling in the regex
symbols from somewhere else. Moving the library to the end of the link
line isn't easily done. A kludge could be added, but I'd rather avoid
that. Instead I'd try and build a shared libgnuregex_build and see, if
that fixes the issue.
