I'm not sure how an "uint32 offset" can take into account anything 64-bit.
In src/add-ons/kernel/bus_managers/pci/pci.cpp, the implementation of
PCI::ReadConfig is possibly where the 0xFFFFFFFF comes from. Which means
reading from PCI config doesn't work for some reason. Could be an invalid
address or something else.
