#14754: Add option to configure new desktop files positioning

By default, new files on the Desktop are created from the upper left
corner, to the right. This is not always the preferred way.
Add an option to change the origin and orientation of where new files will
be placed.
In the example attached, new files should be created from the top-right
corner and downwards, as in Mac OS X. Instead, they are created in the
top-left corner and to the right. This is not practical when the Deskbar
is placed in the bottom of the screen on this small-widescreen laptop.
