#15706: DriveSetup wont open if USB3 stick present

1) boot from USB3 memory stick
2) open DriveSetup. No window will open. This is particularly bad since
the installer app will not allow you to run DriveSetup, blocking install
of Haiku to new system.
reboot
1) boot from hard disk
2) open drive setup (window opens as usual)
3) now insert USB3 memory stick
4) proceed to operate normally.
DriveSetup will get stuck when opening its window if booted from USB3
memory stick.
