I didn't manage to reproduce it fully but indeed Decorator is
misidentified after reboot.

To get back to Default decorator, you need to select Flat again in
Appearence app then to close and to reopen the app and select Default.\\
I didn't check if Control look has same issue yet but same solution should
work if it does.
Decorator only changed borders for me, not full system look. Both seem
good from this point. Did you think about removing old versions of these
decorator and control look that you might have in /boot/home/config/non-
pagkaged?\\
Note that wouldn't work at all using ThemeManager, paths to decorator are
wrong in Flat themes files and TM doesn't handle Control look at all.

Nothing seems wrong on Haiku side for me otherwise we would have seen that
behaviour with Be decorator and control look too.\\ So as it is only a
problem with Flat decorator and control look, I reported problems there.\\
Tested with hrev5429
