I have another idea for this: when we click on a download link on a page,
than we will got a popup window. In the window we have 3 radio button:
"Save to Desktop", "Save to Downloads" (default Web+ download folder) and
"Select a folder". And there would be a checkbox too: "Always use the
selected option for downloads".
I think this maybe the perfect solution. Of course this would be a "bigger
job" to code this.
