Currently a symlink in B_USER_BOOT_DIRECTORY/launch is used to determine
whether the notification_server should be started. This symlink is created
by its preflet [http://cgit.haiku-
os.org/haiku/tree/src/preferences/notifications/GeneralView.cpp#n317
src/preferences/notifications/GeneralView.cpp]
Instead of relying upon the symlink, a better method would be similar to
mail_daemon, where [http://cgit.haiku-
os.org/haiku/tree/src/preferences/mail/ConfigWindow.cpp#n394
fAutoStartCheckBox] is responsible for setting the variable
DaemonAutoStarts. Then mail_daemon will run only if that setting is
enabled [http://cgit.haiku-os.org/haiku/tree/src/servers/mail/main.cpp
