That link is an ideal one to use because it gives us the best flexibility.
Under the hood a .pls file is just a list of (one or more) servers that
provide the actual stream. The original plan was to therefore always give
this link to the providers and just change the content to point to either
the placeholder file or a live stream. It has the advantage that if the
low bit rate version isn't supported by the radio, we can tack on the Mp3
variant underneath and it will automatically fallback to use that (however
there is a similarly named http://www.hastingsrock.co.uk/128k-mp3.pls file
for those that we know only support mp3).
TuneIn however don't use that link because we found that the sneaky little
gits had initially read the contents of the .pls file the first time
around and hardcoded their servers to use that. Meaning when we came to
update it either for or post broadcast, TuneIn was broken.
Instead we gave them this link:

What that does is when it hits my server is trigger a *temporary* HTTP
redirection to the actual stream URL. We then change what that redirection
actually is pre/post broadcast. Because it's marked temporary, TuneIn have
no choice but to use the original link which remains fixed.
It works but it's messy and less flexible than using a playlist file (one
of which being the automatic fallback to another stream type). So you are
correct to go with that one first. I think TuneIn are possibly the only
one who have this link and ideally would like to keep it that way but if
we hit similar problems, that's our fallback.

The url I have just (early this morning) provided Streama with is:

which is the one you mentioned TuneIn have, so I thought that would be OK.
I also know the desire to keep the bandwidth down so the aac stream would
be best.

Am a little puzzled by this, we went around this 2-3 years ago by
ensuring as best we could most of the portals had a link that is valid
all of the time. There may be one or two really old ones (like
possibly the one Nick had) that were never updated with this beyond
that nothing should changing.
It's possible I'm getting over excited about nothing here but....
If a portal was carrying our placeholder prior to the broadcast then
everything is working and we should not be given them "new"
information for the broadcast which may then be incorrect when we
finish & hence we go around the whole darn thing again afterwards. If
a particular portal hasn't yet switched over, that is down to caching
at their end and they generally will switch although it may take a day
or so. We know this from previous years and there is nothing we can do
about it aside from adding confusion. For example, we know TuneIn
needed a particular URL to avoid them losing our stream post
broadcast, if you end up giving one of them the "wrong" URL that will
break things down the line.

It is not a problem of the stream net address. It did not change last
night. As I said in a summary post, this is a problem at Streama. They
have an out of data address from whenever it was when they were given
the information, maybe some years ago?
I noticed last night when we split from the loop. I have sent them the
correction, just a matter of waiting for them to correct. Will let you
know when they have.

Several people are reporting that they are stuck with the
pre-recorded message that was on the website, and not all seem to be
able to refresh their radios by unplugging & plugging in again.
