I’ve confirmed the behavior you’re reporting, using Safari under MacOS X El
Capitan.
I suspect this has something to do with how pages are rendered by the Git HTML
previewing engine;
probably a security setting. I’ll look into this.
In the meantime, for those wanting to get to the actual documentation, I find
that these two first level links, in the main page content frame, are working:
