[ibis-macro] Comments on BIRD 117 draft2

Hello everyone,

I am trying to update the draft of BIRD 117 we discussed in
the last ATM teleconference, and I have some questions.

There was a comment that the parameter references should not
be allowed to point to other .ibs files.

"                                 The file reference may point to the .ibs
|*****          file itself where the reference is made from, or any other
|*****          external file that is located in the same directory as the
|*****          .ibs file, including .ami files, or other .ibs files."

I am trying to find a good and logical rule for this, but I
have a hard time with it.  If the rule is to allow these
references to point to the .ibs itself, or any external .ami
files, or any other text file containing a parameter tree,
why couldn't this "any other" file be another .ibs file?

In other words, what is the best way to exclude any other
.ibs file from these possibilities?  Should the rule be
worded like this:

"                                 The file reference may point to the .ibs
|*****          file itself where the reference is made from, or any other
|*****          external file that is located in the same directory as the
|*****          .ibs file except other .ibs files."

Note that this wording would still allow weird situations
where the file that contains a parameter tree might contain
other things, like emails, or what have you.  Would it be
better to say the following:

"                                 The file reference may point to the .ibs
|*****          file itself where the reference is made from, or any other
|*****          external file which contains nothing else but parameter
|*****          trees and are located in the same directory as the .ibs file."

Comments suggestions are welcome.
