[ibis-macro] Draft 4 of the AMI Directionality BIRD

Thanks to the ATM Task Group membership for their insightful comments on the
directionality BIRD for AMI. Enclosed please find Draft 4, which incorporates
the feedback and approach decided in the last meeting.



One issue that needs resolution: shall 3-state buffers (and their variants)
support only Executable or is ExecutableTx permissible? The enclosed draft
allows ExecutableTx.
