This is a first draft of the EMD specification. It was a lot of cut and
paste from BIRDs 36.3, and 189.4, and IBIS 6.1. I expect there are typos
but I think it is very close to the final specification. I will likely
submot it to the Open Forum after our next IBIS-ATM meeting.
