[ibis-macro] Format in the New BIRD

I support working with the current BIRD text.

I also appreciate the amount of work and experience that
it represents and thank the authors for bringing it
to IBIS.

With respect to Format, here is a simple solution to
to take the Version issue off the table and address all
concerns:

A simple statement (exact wording and details to be
worked on later):

"The syntax

   'XXX' and 'Format XXX'

are equivalent representations of the same keyword
that formerly required Format."

Format never has to be mentioned again, and the
existing BIRD can remove all other references
to Format.  No examples will use Format.

This dual representation of a keyword provides
trivial overhead for all EDA vendors and model suppliers
that support IBIS-AMI now and for those in the future.

It also supports clean documentation and certainly
favors migrating to the cleaner syntax when it becomes
official in Version 5.1.
