Thanks, that rings the bell a little louder
in my head...  I am not pushing to change the
order of the BIRDs in our discussions, I was
just trying to get back on track with this to
know how to go about things...

Arpad,

The following reply was incorrect. The reason it was tabled was because we 
wanted to finish the 5.1 issues before we did anything that changed 
functionality, and because there were a number of "Out" and "InOut" parameters 
that were under consideration in other "5.2" BIRDs (e.g. Backchannel). So I do 
not mind if this issue comes up again, but we are very close on BIRDs 121, 122, 
123, and 124.

Because you changed it from not using Out Model Specific parameters to not 
allowing Out Model Specific parameters.
