First, no BIRD 147.1 has yet been officially submitted. It has been called
147.1 in the ATM agenda for so long we may have started to believe it was
more than a work in progress though.
I was of the opinion that this could be either an update to BIRD 147 or a
new BIRD. However, looking at the BIRDs page

So we would be completely changing both the title and list of authors. So
there would be no link to the previous version of the document, its title
and authors (maybe we should fix that). It would be like BIRD 147 never
existed as far as the web page is concerned. But we have almost 5 years of
minutes referring to BIRD 147, so to make it disappear completely might not
be advisable.
At this point I do think it would be best to give this a new number. Note
that the IBIS officers usually assign the number for new BIRDs, and we
update the date fields too. Those can all be blank if a new BIRD will be
submitted, but it should make reference to BIRD 147 in the history section.

I have updated the proposed Backchannel BIRD with the following changes
prior to submission to the Open Forum:
* parameter "BCI_Training_Bits" name changed to "BCI_Training_UI"
* parameter "BCI_GetWave_Bits" changed to "BCI_GetWave_Block_UI" (I
unilaterally decided "BCI_GetWave_UI" was ambiguous).
* rules/usage in BCI_ID expanded to describe path-to-directory. Rules
copied/adapted from those for IBIS 6.0 DLL_ID and DLL_Path and the example
changed to reflect the use of a (relative) path.
* BIRD numbered 147.1
questions remaining:
* "147.1" has been apparently been discussed as such in the Open Forum.
Should this therefore be submitted as147.2?
* Should BIRD title be changed to match 147.x?
Additionally, if any additional people should be added as authors. please
contact me privately (bob.miller@xxxxxxxxxxxx). I will wait a day or two
before submitting.
