[ibis-macro] Proposal for differential measurements...

As requested some meetings back, here is my simple set of proposals for
additional differential measurements needed under IBIS to bring it into
line with today's analysis requirements. Hopefully we can discuss these
in tomorrow's meeting.
Based on a number of conversations, I personally believe that we don't
necessarily need to tackle the kind of advanced IBIS restructuring --
e.g., creating an alternative differential definition path to [Diff Pin]
-- that we have discussed in the last few meetings. So, this proposal
is constructed so that it can be added under existing keywords or under
new structures, as the team sees fit.
