[ibis-macro] Restarting the IBIS Editorial Task Group, to focus on GND

By request of the IBIS-ATM Task Group, we are restarting the IBIS Editorial 
Task Group, in order to address "GND" clarifications in the next release of 
IBIS.



Our kickoff meeting will take place on Friday, March 4 at 8 AM US Pacific Time. 
 Teleconference details will be sent over the IBIS Editorial Task Group mailing 
list on freelists.org.  We will establish the meeting schedule at the kickoff.
