Hello everyone,
The attached file is the 3rd draft of the Samples_per_bit
BIRD. The comments I received in the last ATM teleconference
are incorporated in this version. Please review it carefully
and be prepared to discuss it in the next ATM teleconference.
If possible I would like to take a vote on it to be submitted
to the Open Forum.
