Per an AR, attached are proposed rules for Unused_port_termination.
Radek sent an email listing other options, technical concerns, and technical
questions. Because of this, I am just sending out the revision with an
enumeration of the rules that had been discussed.
We do not yet agree on this, so I have not added this into a pending draft
of BIRD189_draft10.
