[ibis-macro] Usage type of jitter parameters in ibis5.1

A question regarding usage type of jitter parameters came up in today's ATM. I
checked the IBIS 5.1 spec and found that following reserved parameters
Tx_DCD
Tx_Jitter
Rx_Clock_PDF
Rx_Receiver_Sensitivity
are allowed to have usage type of Info or Out. So their values can be returned
by AMI_Init.
