In my view, this one should be scaled by multiplying on Sinf/step, where Sinf 
is the desired step response at infinity, and step=Tbit/samples_per_bit. Some 
models ignore the numbers if they are too small.
I would modify this idea by calling init function twice, with a certain 
realistic impulse response and similar response modified by adding you sequence 
([0,1,0,0], this time without scaling. By finding the difference between the 
two output responses, we immediately get the characteristic of the model's 
filter.
