Draft 2 is submitted to restrict the rule to just POWER and GND pins.
A third paragraph is added in the ANALYSIS PATH to give some reasons for
simplification.

Per the Editorial Task Group discussion on August 5, 2016, I
drafted a new BIRD181_draft1 to deal with the issue
that under [PIn], if two or more signal_names are the same,
the model_names must be the same. This BIRD181.X uses
Walter's suggested language.
BIRD181.X allows the issue in BIRD180 (no duplicate pin_names
under Pin] ) to be considered separately
This could be discussed in the ATM Group or in the Editorial Group.
Walter could become the Author.
