To my knowledge, there is no setting that will announce the battery level. I
do have an Apple Script that can be configured to work with a Keyboard or
Numpad commander shortcut to run it. I just took a look in System Preferences
under Battery and there ids no setting to toggle that I can find on a Mac Book
Pro 2018 running Big Sur.
