[mac4theblind] Dictation and speech with Sierra?

Hello, on El Capitan and before, in system preferences there was a dictation
and speech section. This allowed us to choose a voice that was system wide,
or for various things like the time. It seems that this has been removed.
Is there a different area where this can be done, or has it just been removed.
