The system voice is now set in Accessibility preferences under the Speech
category. You can set the clock voice in the time and date preferences under
the Clock tab.

Hello, on El Capitan and before, in system preferences there was a
dictation and speech section. This allowed us to choose a voice that was
system wide, or for various things like the time. It seems that this has
been removed. Is there a different area where this can be done, or has it
just been removed.
